Incidents and Investigation

The AJ2025 incident management procedure details

The incident reporting process includes the severity of the incident in the context of the actual severity and/or potential severity to determine the extent of follow-up required, such as:

  • Systematic investigation where there has been a potential breakdown of systems/processes resulting in a severe (or potentially severe) incident.
  • Basic investigation to identify opportunities for safety improvement.
  • Well-being checks for impacted parties (injured party and party members).

The investigation findings will be documented and communicated appropriately (and widely) within Scouting to identify improvement opportunities.


Incident types

An incident is an event that has resulted in, or potential for, physical injury, property damage or another negative outcome.  The AJ2025 Incident Management Procedure is utilised for:

  • any incident that results in an injury (Injury);
  • an incident that had the potential to result in injury (Near Miss);
  • an unsafe situation that, if left unattended, could result in an incident (Hazard).


Incident Notification

  • All significant incidents must be reported to SafeTrans in a timely manner.  This will ensure an appropriate and safe response.
  • Incidents may be reported via Ch1 to the Emergency Communications Centre (all radios), by calling the SafeTrans Main Number (see Directory) or by visiting the SafeTrans office.
  • It is essential that all Directorates, Subcamps, and Contingents maintain an open communication system with the SafeTrans Directorate for sharing incident information and updates.
  • These incidents are reported via the online form.  
  • The SafeTrans Directorate carries abridged versions of online Incident Forms (Field Incident Cards) to obtain immediate details from those on-site, in the vicinity, or directly involved in any incident.


Minor incidents & near misses are to be reported via the online form available on any internet-enabled device.  


Other Reporting

  • Child Safety - form used to report a child safety incident.  This report is forwarded to SafeTrans and is managed in collaboration with the relevant contingent.
  • Health and Wellbeing Journal - line leaders log of minor health and wellbeing aspects, including first aid, for their Unit.  This journal is retained by the relevant Contingent at the end of the Jamboree.
  • Note that the Health and Wellbeing Directorate manages casualties and all related communications to Contingents, including status and discharge.
