Crime will be reported to the Police and dealt with under Queensland State law as required.
Minor Incidents of Inappropriate Behaviour
- Unit and Contingent Leaders will deal with all minor participant behavioural issues.
- Contingent Leaders will deal with all minor Adult behavioural issues.
- In all instances – the first response is to follow the standard Scouting chain of command.
Incidents of Inappropriate Behaviour – Reported to Safety & Security
- Unit, Subcamp and Contingent Leaders are asked to report all instances of the following list of inappropriate behaviour to Safety & Security:
- Alcohol Possession/Consumption Onsite
- Assault (all forms including sexual assault)
- Bullying/Harassment
- Conditions of Entry & Prohibited Items Breaches
- Disorderly or Threatening Behaviour
- Illegal Substance (Drugs) Possession or Consumption
- Inhalant Use (e.g., paint or glue sniffing)
- Property Damage (including vandalism)
- Theft
- Wilful Exposure
- Safety & Security will liaise with the Queensland Police Service for these matters.
- Safety & Security will inform Unit Line, Subcamp and Contingent Leaders of the progress of any investigation (subject to confidentiality arrangements and individual rights).
- At all times whilst with the Queensland Police Service, the member is required to have the support of a Unit, Subcamp or Contingent Leader.
- Where these are not available a member of the Safety & Security Team will assist.
- The term ‘support’ is the physical presence of an Adult in Scouting to offer a wise ear and friendly smile without prejudice to the member being interviewed by the Queensland Police Service and to monitor the welfare of the member throughout the process.
Smoking
- The Jamboree site is a smoke free zone, apart from limited specific designated smoking locations for Adults (refer to Section 5.25 Tobacco, Alcohol and Drugs).
- Smoking (underage or adults smoking outside of the designated smoking areas) is to be dealt with by Unit, Subcamp or Contingent Leaders in the first instance. Repeated breaches of the smoking rules may result in intervention by the Safety & Security personnel and may be escalated to the Queensland Police.
Alcohol Possession and/or Consumption
- Youth members (under 18) found in possession, consuming or having consumed alcohol will be investigated by the SafeTrans Directorate and Queensland Police Service.
- Adults are to refer to Section 10.5 Leaders Club / Alcohol regarding the offsite Leader Club.
Substance Abuse
- Any incident involving the consumption, possession, supply or sale of drugs or the use of inhalants like paint or glues, will be investigated by Safety & Security and the Queensland Police Service.
- The Queensland Police Service may at any time seize prohibited substances/drugs of dependence and caution, report or arrest anyone in possession of these items.
